ANSWER: The Export Control Classification Number (ECCN) categorizes the items covered by the U.S. Export Administration RegulationsExport Administration Regulations (EAR), based on the type of equipment, technology or software, and the technical capabilities. This number is used to determine if an export license is required or which license exception is applicable. A list of the ECCNs is found in the Code of Federal Regulations. (15CFR Part 774) For questions about ECCNs and license codes, contact the BXA at (202) 482-4811 or (202) 482-2642. You may ask BXA to provide you with the correct Export Control Classification Number (ECCN) for your item. BXA will advise you whether or not your item is subject to the Export Administration Regulations (EAR). This type of request is commonly referred to as a "Classification Request".
You must submit your Classification Request using Form BXA-748P or its electronic equivalent. Classification Requests must be submitted electronically or sent to BXA at one of the addresses listed below:

Be certain that your request is complete and does not omit any essential information. Each Classification Request must be limited to 5 items. Exceptions may be granted by BXA on a case-by-case basis for several related items if the relationship between the items is satisfactorily substantiated in the request. Classification requests must be supported by any descriptive literature, brochures, precise technical specifications or papers that describe the items in sufficient technical detail to enable classification by BXA.
