7. What is Cargo Preference and where can I find information about it?
  ANSWER: Cargo preference applies to all or any portion of ocean-borne cargo sponsored directly or indirectly by the Federal Government. By law, such cargo is are reserved for transportation on U.S.-flag vessels. For information on civilian, military and agricultural cargoes falling under cargo preference laws, contact the Office of National Cargo and Compliance, Maritime Administration (MARAD), U.S. Department of Transportation.
