Paul Duncan
Business Development - Trade Finance

Mr. Paul Duncan is the Business Development Officer for the Western Regional Office of the Export-Import Bank (Ex-Im Bank) of the United States. Mr. Duncan assists exporters and financial institutions in securing export finance through political and commercial risk coverage available through Ex-Imp Bank. Mr. Duncan oversees a variety of programs designed to help exporters make sales when other sources of assistance are unavailable or inadequate, including working capital guarantees, credit insurance, medium and long term guarantees for capital good exports and project finance. Prior to his assignment in Los Angeles, Mr. Duncan was assigned to the Ex-Im Bank’s headquarters in Washington, D.C.. Mr. Duncan holds a B.A. degree from the University of Oklahoma.

Ted Johnson
Foreign Trade Banking, Finance and Credits

Ted Johnson is highly recognized in the Southern California foreign trade community where he has been a leader for over 40 years. Mr. Johnson established First Interstate Bank (FIB) first international Banking Office and served there for 35 years. By the mid 1980s, his Trade Finance portfolio had already exceeded $200 Million. Concurrent with other assignment with FIB, Mr. Johnson also was named the Canadian and Mexican Regional Manager. In 1990, Mr. Johnson established the Trade Finance Operation for Pacific Bank and rose to the position of Senior Vice President. Ted has taught International business and finance at UCLA and USC for many years. Mr. Johnson was a founder of the International Marketing Association of Orange County and the Export Managers Association where he served as President. He was also elected President of the Foreign Trade Association. Mr. Johnson received his undergraduate degree from Berkeley and his graduate degree from Thunderbird Graduate School in Phoenix.

Darvin L. Weston

Mr. Weston is President of Export Compliance Systems in El Segundo, California. Mr. Weston has over 20 years experience in export and import regulation compliance for major corporations. He served as Corporate Manager of Export Licensing for Hughes Electronics Corporation. Among Mr. Weston’s current clients are the law firm of McKenna & Cuneo and major aerospace, defense and Fortune 1000 companies from California to Washington, D.C..

Mr. Weston is a retired Commander of United States Navy Reserve, and has served in number of military intelligence leadership posts in a number of Asian countries. He concluded his military career as Officer-in-Charge of the Defense Attaché Detachment in San Diego.
